Romanian Motorways and Expressways Review - 2025

The year 2025 was the second-best year for high-speed road openings in Romania. This year, 146 kilometers of motorways and expressways were opened, after nearly 200 km were opened last year. These are good figures, and we hope this pace will be maintained in the future. The total length of motorway and expressway segments opened annually in Romania is presented below:

Most of the openings took place along the Moldova Motorway (A7). In addition to these, sections were also opened on the routes of motorways A0 (Bucharest Ring Road) and A1 (Bucharest - Nadlac), as well as on the routes of expressways DEx4 (Turda - Dej) and DEx12 (Craiova - Pitesti). The total length of segments opened in 2025 amounts to 146 km. Together with these, Romania’s motorway and expressway network reached 1,418 km by the end of 2025. The complete list of segments opened this year is presented below:
The year 2025 also brought a large number of new contract signings for the construction of motorway and expressway sections, which are important for opening new routes in the coming years. The new contracts total a combined length of 360 km. By the end of 2025, the total number of motorway and expressway kilometers under construction reached 837 km. The complete list of routes for which contracts were signed in 2025 is presented below:
This year, several new tenders were also launched for contracts to build motorway sections - another element that will ensure new openings in the coming years. The total length of segments put out to tender this year amounts to 89 km. Overall, by the end of 2025, 477 km of new motorways and expressways were in the tendering process. The list of segments for which tenders were launched in 2025 is shown below:
Thus, by the end of 2025, Romania had a motorway and expressway network with a total length of 1,418 km (of which 146 km were opened in 2025). In addition to these, there were a total of 837 km under construction (including 360 km for which contracts were signed in 2025) and 477 km in the tendering phase (including 89 km for which tenders were launched in 2025).
The status of openings, construction works, and the latest updates for each of the motorways and expressways that are open, under construction, or in the tendering phase in Romania are presented below.
A0 MOTORWAY (Bucharest Ringroad)
The southern part of the motorway is open along its entire route (A2 - A1/DJ601, 51.2 km); section 3 of this route was opened in June 2025 (DN6 - A1/DJ601, 18.0 km). On the northern part of the motorway, the situation is as follows: section 1 DJ601 - DN1 (17.5 km) is under construction, with works progressing (completion expected in 2026, in two stages: a section between DN1 and DN1A scheduled for part of the year, with the remainder in autumn); section 2 DN1/Corbeanca - DN2/Afumati (19.0 km) is open; section 3 DN2/Afumati - DN3/Cernica (8.6 km) is partially open over a 2.3 km route (the remainder is delayed and scheduled to open in summer 2026); section 4 DN3 - A2 (4.47 km) is under construction, with an opening expected in 2026 (the timeline is also linked to the opening of section 3).
A1 MOTORWAY (Bucharest - Nadlac)
On A1 section Bucharest - Pitesti is opened to traffic (109.6km). On the following route, Pitesti - Sibiu, sections 1 Sibiu - Boita (13.2km) and 5 Curtea de Arges - Pitsti (30.4km) are open; a 14.6 km route on the latter, between Curtea de Arges and Baiculesti, was opened in June this year. Works in progress on the other three sections: section 2 Boita - Cornetu (31.3km, opening date in 2028), section 3 (Cornetu - Tigveni, 37.4km, opening date in 2028) and section 4 Tigveni - Curtea de Arges (9.9km, opening date in 2027, but could be opened earlier, in 2026, due to good progress of works).
Sibiu ringorad (17.6km) is open to traffic, as are the following sections, Sibiu - Orastie (82.2km) and Orastie - Deva (32.5km). The next section, Lugoj - Deva, is open with the exception of 13.5km on segment 2 (Margina - Holdea) for which works are in progress and the opening date is in 2026 (length of Lugoj - Deva segment which is open: 86.3km).
The other sections on A1, Lugoj - Timisoara (35.1km), Timisoara - Arad and Arad ringorad (41.0km) and Arad - Nadlac (38.9km) are also open to traffic.
A2 SUN MOTORWAY (Bucharest - Constanta)
Entire length open to traffic (202.8km).
A3 TRANSYLVANIA MOTORWAY (Bucharest - Bors)
First section, Bucharest - Ploiesti (65.2km), is open to traffic. On the following section, Ploiesti - Brasov, the only open route is Rasnov - Cristian (6.3km). Section Brasov - Targu Mures was dropped from official plans and was replaced with the A10 Sebes - Turda motorway. The following section, Targu Mures - Gilau (103.5km), is open to traffic.
On the last section, Gilau - Bors, the status is as follows: Gilau - Nadaselu (9.5km) is open; Nadaselu - Mihaiesti (16.8km) is under construction with opening date in 2026; two viaducts on this route, Mihaiesti and Topa Mica (3.2km) are built as a separate project with works in progress and opening date in 2026; Mihaiesti - Zimbor (13.3km) is under construction, opening date in 2026; Zimbor - Poarta Salajului (13.3km) is under construction, opening date in 2026 (Romanasi junction for offloading traffic from the Zimbor - Poarta Salajului route is currently built under a separate contract); Poarta Salajului - Zalau (15.1km) and Zalau - Nusfalau (25.8km) - contracts signed, opening dates scheduled for 2031; Nusfalau - Suplacu de Barcau (13.6km) is open; Suplacu de Barcau - Chiribis (26.4km) - under construction, opening date in 2026; Chiribis - Biharia (28.9km) - under construction, opening date in 2027; Biharia - Bors (5.4km) is open.
A4 MOTORWAY (Constanta Ringroad)
The initial Constanta bypass route of 21.8km is open on its entire length. A tender is in progress for an additional route that starts at the South of Constanta, bypasses some of the Black Sea resorts and ends close to Olimp (30.6km).
A6 SOUTH MOTORWAY (Lugoj - Bucharest)
The only section open to traffic is Balint - Lugoj Ringroad (10.5km). Tenders are in progress for all six sections of route Craiova - Targu Jiu; these cover the route Craiova - Filiasi, 51.5km, which is planned as a motorway, followed by route Craiova - Targu Jiu, which is planned as an expressway, and are split as follows: section 1 DEx12/Ghercesti - Craiova North (10.3km, designated contractor but contract not signed yet), section 2 Craiova North - Beharca (14.4km), section 3 Beharca - Filiasi (21.7km), section 4 Filiasi - Bibesti (22.9km), section 5 Bibesti - Targu Carbunesti (21.5km) and section 6 Targu Carbunesti - Targu Jiu Ringroad (19.3km).
A7 MOTORWAY (Ploiesti - Pascani)
The Ploiesti - Buzau segment (63.3 km) is fully open, following the opening of section 2 (Mizil - Pietroasele, 28.4 km) in October 2025 and section 3 (Pietroasele - Buzau, 13.9 km) in November 2025. The Buzau - Focsani segment is also fully open to traffic (82.4 km), after the remaining 3.4 km still under construction on section 1 were opened in July 2025.
On the Focsani - Bacau segment, section 1 (Focsani - Domnești Targ, 35.6 km) and part of section 2 (Domnesti Targ - Adjud, 14.4 km) are open; both were opened in December 2025. The remaining part of section 2 (Adjud - Racaciuni, 24.4 km) and section 3 (Racaciuni - Bacau, 21.5 km) are scheduled to open in 2026. The Bacau bypass built to motorway standards is open (16.3 km). On the Bacau - Pascani segment construction is underway on all three sections: section 1 Saucesti - Trifesti Targ (30.3 km), section 2 Trifesti - Gheraiesti (19.0 km) and section 3 Mircesti - Pascani (28.1 km); the opening is scheduled for 2026. For the two section of the Pascani - Suceava segment tenders are ongoing and a contractor has been designated: section 1 Pascani - Roscani (33.0 km) and section 2 Roscani - Suceava Airport (29.0 km); however, the contracts have not yet been signed. The tender for the Suceava - Siret section is in preparation; this route will be built to expressway standards.
A8 UNION MOTORWAY (Tg. Mures - Ungheni)
Segment I Targu Mures - Miercurea Nirajului (24.4 km) is under construction, with an opening scheduled for 2026. On segment II Miercurea Nirajului - Leghin, execution contracts have been signed for all sections: section 1b Miercurea Nirajului - Sarateni (23.4 km) with a completion date in 2027, section 1c Sarateni - Joseni (32.4 km) scheduled for 2030, section 1d Joseni - Ditrau (14.4 km) with a 2028 deadline, section 2a Ditrau - Grintiee scheduled for 2029, section 2b Grinties - Pipirig (34.1 km) scheduled for 2030 and section 3c Pipirig - Vanatori Neamt/Leghin (19.3 km) scheduled for 2029; all six contracts were signed in 2025, a significant achievement for the A8 motorway. Segment III Leghin - Targu Neamț (29.9 km) is under construction, with an opening planned for 2026.
For the Targu Neamt - Iasi - Ungheni route, tenders are ongoing for all five sections: section 1 Targu Neamt/Motca - Targu Frumos (27.0 km; the section has a designated contractor but no signed contract), section 2 Targu Frumos - Letcani/DN28 (28.6 km), section 3 Letcani/DN28 - Iasi/DN24 (17.7 km), section 4 Iasi/DN24 - Golaiesti (12.7 km) and section 5 Golaiesti - Customs/Ungheni bridge (2.8 km); all five tenders were launched in 2025, another significant milestone for the A8. A bridge over the Prut at Ungheni (1.1 km) is under construction, with an opening scheduled for 2026.
A9 MOTORWAY (Timisoara - Moravita)
There are tenders in progress for the first two sections of this motorway: Remetea Mare - Jebel (35.7km) and Jebel - Moravita (33.5km, contractor selected, contract not signed yet).
A10 MOTORWAY (Sebes - Turda)
Motorway opened to traffic on its entire length.
A13 MOTORWAY (Sibiu - Bacau)
Contracts signed for all four sections of Sibiu - Fagaras route with opening dates in 2027 (possibly delayed to 2018): section I Boita - Avrig/Marsa (14.3km), section II Avrig/Marsa - Arpasu de Jos (19.9km), section III Arpasu de Jos - Sambata de Sus (17.6km), section IV Sambata de Sus - Fagaras (16.3km).
A14 NORTH MOTORWAY (Oar - Suceava)
On this route, a contract has been signed for the construction of the Oar - Satu Mare section (10.8 km) as an expressway. The contract was signed in October 2025.
DEx4 EXPRESSWAY (Turda - Dej)
A section of 5.0km on this route, A3 - DN1/Tureni, was opened in July 2025.
DEx5A EXPRESSWAY (Bacau - Piatra Neamt)
Tender in progress for the Bacau - Piatra Neamt Expressway (51.0km). The contractor has been selected but the contract hasn't been signed yet.
DEx6 EXPRESSWAY (Focsani - Galati) AND BRAILA BRIDGE
Works in progress for route Braila - Galati (12.3km). Opening was scheduled for 2025, but delayed to 2026. The route connects to a bridge over the Danube between Braila and Smardan in Tulcea County which was opened in July 2023 (the bridge is not part of the Braila - Galati expressway). Contracts are signed for route Focsani - Braila (73.5km): section 1 Focsani/A7- Maicanesti/DN23 (28.2km), section 2 Maicanesti/DN23 - Silistea/DJ221C (37.6km) and section 3 Silistea/DJ221C - Braila - DEx6 (7.7km); the contracts were signed in October 2025.
DEx12 EXPRESSWAY (Craiova - Pitesti)
Opened on its entire length of 121.2km following the opening of the last remaining section in August 2025 (Albota - Pitesti, 12.9km).
DEx16 EXPRESSWAY (Arad - Oradea)
A section between Oradea and A3 motorway (at Bors) is open; out of a total of 19.0km for this route, 13.0km are built as an expressway and the remainder as a national road.
For the route Arad - Oradea (120.5km) the status is as follows: contract signed for section 1 Oradea - Salonta (33.7km + connecting road), opening date in 2028; contract signed for section 2 Salonta - Chisineu Cris (39.7km + connecting road), opening date in 2028; tender in progress and contractor selected but contract not signed yet for section 3 Chisineu Cris - Arad (47.1km + connecting road).
A section of 3.5km between A1 motorway at DN7 at Arad, designated A11, is open to traffic.

What can we expect in 2026? It is very likely that work will continue on the A7 Motorway and that the remaining sections under construction on the Focsani - Bacau segment will be opened (partial section 2, Adjud - Racaciuni, 24.4 km, and section 3, Racaciuni - Bacau, 21.5 km) as well as the entire Bacau - Pascani segment (77.4 km). We can also hope for the completion of the Bucharest North Ring Motorway by finishing the remaining parts of section 3 (Afumati - Cernica, 6.3 km), section 4 (DN3/Cernica - A2, 4.5 km), and possibly section 1 (DJ601 - DN1/Corbeanca, 17.5 km), which would be added to the southern section and allow the full route of the Bucharest Ringroad Motorway (A0) to open to traffic.
On the Transylvania Motorway (A3), several sections could be opened, but it is still unclear which ones will be completed next year: Suplacu de Barcau - Chiribis (26.4 km), Nadaselu - Mihaiesti (13.6 km), Mihaiesti - Zimbor (13.3 km), Zimbor - Poarta Salajului (12.2 km), and/or the Nadaselu and Topa Mica viaducts (3.2 km). Also next year, with some luck, the long-awaited Margina - Holdea section on the A1 Motorway (13.5 km) could be completed, thus completing the full Sibiu - Nadlac route.
On the Union Motorway (A8), the Leghin - Targu Neamt (29.9 km) and Targu Mures - Miercurea Nirajului (24.4 km) sections could be completed, along with the Ungheni bridge (1.1 km). Finally, in 2026, the delayed Braila-Galati expressway section (12.3 km, part of DEx6) will also be completed.
In total, in 2026, a theoretical maximum of 301 km of new motorway and expressway routes could be opened. The actual number will most likely be lower. However, it will still be significant for the expansion of Romania’s high-speed road network, which could reach around 1,600 km by the end of next year.
