Romanian Motorways and Expressways Review - Q3 2025

Q3 was a somewhat good quarter for Romanian high-speed road infrastructure. Three new motorway and expressway routes were opened during this period:

No new tenders for motorway or expressway sections were launched in Q3 2025:

The status of all Romanian motorways and expressways which are open, are under construction or are tendered is presented below.

A0 MOTORWAY (Bucharest Ringroad)

The Southern section of the motorway is opened on its entire length (A2 - A1/DJ601, 51.2km) following the opening of section 3 in June 2025. On the Northern part of the motorway the status is as follows: section 1 (DJ601 – DN1) - works in progress (opening date in 2026); section 2 DN1/Corbeanca - DN2/Afumati (19.0km) is open; a 2.3km route on section 3 DN2/Afumati – DN3/Cernica (8.6km) is open, with the remainder scheduled for 2025 (could be delayed to 2026); section 4 DN3 – A2 (4.47km) is under construction with opening scheduled for 2025 (could be delayed to 2026).

A1 MOTORWAY (Bucharest - Nadlac)

On A1 section Bucharest - Pitesti is opened to traffic (109.6km). On the following route, Pitesti - Sibiu, sections 1 Sibiu - Boita (13.2km) and 5 Curtea de Arges - Pitsti (30.4km) are open following the opening of route Curtea de Arges - Baiculesti (14.6km) on section 5 in June 2025; works in progress on the other three sections: section 2 Boita - Cornetu (31.3km, opening date in 2028), section 3 (Cornetu - Tigveni, 37.4km, opening date in 2028) and section 4 Tigveni - Curtea de Arges (9.9km, opening date in 2027, but could be opened earlier, in 2026).

Sibiu ringorad (17.6km) is open to traffic, as are the following sections, Sibiu - Orastie (82.2km) and Orastie - Deva (32.5km). The next section, Lugoj - Deva, is open with the exception of 13.5km on segment 2 (Margina - Holdea) for which works are in progress and the opening date is in 2026 (length of Lugoj - Deva segment which is open: 86.3km).

The other sections on A1, Lugoj - Timisoara (35.1km), Timisoara - Arad and Arad ringorad (41.0km) and Arad - Nadlac (38.9km) are also open to traffic.

A2 SUN MOTORWAY (Bucharest - Constanta)

Entire length open to traffic (202.8km).

A3 TRANSYLVANIA MOTORWAY (Bucharest - Bors)

First section, Bucharest - Ploiesti (65.2km), is open to traffic. On the following section, Ploiesti - Brasov, the only open route is Rasnov - Cristian (6.3km). Section Brasov - Targu Mures was dropped from official plans and was replaced with the A10 Sebes - Turda motorway. The following section, Targu Mures - Gilau (103.5km), is open to traffic.

On the last section, Gilau - Bors, the status is as follows: Gilau - Nadaselu (9.5km) is open; Nadaselu - Mihaiesti (16.8km) is under construction with opening date in 2026; two viaducts on this route, Mihaiesti and Topa Mica (3.2km) are built as a separate project with works in progress and opening date in 2026; Mihaiesti - Zimbor (13.3km) is under construction, opening date in 2026; Zimbor - Poarta Salajului (13.3km) is under construction, opening date in 2026 (Romanasi junction for offloading traffic from the Zimbor - Poarta Salajului route is currently built under a separate contract); Poarta Salajului - Zalau (15.1km) and Zalau - Nusfalau (25.8km) – contracts signed, opening dates scheduled for 2031; Nusfalau - Suplacu de Barcau (13.6km) is open; Suplacu de Barcau - Chiribis (26.4km) - under construction, opening date in 2026; Chiribis - Biharia (28.9km) – under construction, opening date in 2027; Biharia - Bors (5.4km) is open.

A4 MOTORWAY (Constanta Ringroad)

The initial Constanta bypass route of 21.8km is open on its entire length. A tender is in progress for an additional route that starts at the South of Constanta, bypasses some of the Black Sea resorts and ends close to Olimp (30.6km); tender process could be delayed due to lack of financing.

A6 SOUTH MOTORWAY (Lugoj - Bucharest)

The only section open to traffic is Balint - Lugoj Ringroad (10.5km). Tenders are in progress for all six sections of route Craiova - Targu Jiu; these cover the route Craiova - Filiasi, 51.5km, which is planned as a motorway, followed by route Craiova - Targu Jiu, which is planned as an expressway, and are split as follows: section 1 DEx12/Ghercesti - Craiova North (10.3km, designated contractor but contract not signed yet), section 2 Craiova North - Beharca (14.4km), section 3 Beharca - Filiasi (21.7km), section 4 Filiasi - Bibesti (22.9km), section 5 Bibesti - Targu Carbunesti (21.5km) and section 6 Targu Carbunesti - Targu Jiu Ringroad (19.3km).

A7 MOTORWAY (Ploiesti - Pascani)

Segment 1 of section Ploiesti - Buzau, between Dumbrava and Mizil (21,0km) is open; works in progress for segment 2 Mizil - Pietroasele (28.4km, scheduled for opening in Fall 2025) and segment 3 Pietroasele - Buzau (13.9km, scheduled for opening in 2025). Section Buzau - Focsani is open to traffic on its entire length (82.4km) after a last section of 3.4km was opened in July 2025.

On section Focsani - Bacau works are in progress on all three segments: 1 Focsani - Domnesti Targ (35.6km), 2 Domnesti Targ - Racaciuni (38.8km) and 3 Racaciuni - Bacau (21.5km). Opening dates for all three are in 2025, but it's unlikely they will all be opened this year on their entire length. Bacau ringroad motorway is open (16.3km). For section Bacau - Pascani there are works in progress on all three segments: 1 Saucesti - Trifesti Targ (30.3km), 2 Trifesti - Gheraiesti (19.0km) and 3 Mircesti - Pascani (28.1km); official opening dates are in 2025, but this will be delayed to 2026, at the earliest. Tenders are in progress and contractor is selected for the two segments of section Pascani - Suceava: 1 Pascani - Roscani (33.0km) and 2 Roscani - Suceava Aiport (29.0km); contracts for these two segments have not been signed yet and signing could be delayed due to lack of financing. Tenders are planned for route Suceava - Siret which will consist of a motorway for route Suceava - DN2H and an expressway for route DN2H - Siret Border.

A8 UNION MOTORWAY (Tg. Mures - Ungheni)

Section I Targu Mures - Miercurea Nirajului (24.4km) is under construction with opening date in 2026. On section II Miercurea Nirajului - Leghin execution contracts are signed for segments 1b Miercurea Nirajului - Sarateni (23.4km) with opening scheduled for 2027, 2a Ditrau - Grinties with opening scheduled for 2029 and 3c Pipirig - Vanatori Neamt/Leghin (19.3km) with opening scheduled for 2029; tenders in progress and contractors selected (but no contract signed) for the remaining three segments: segment 1c Sarateni - Joseni (32.4km), 1d Joseni - Ditrau (14.4km) and 2b Grinties - Pipirig (34.1km).

Section III Leghin - Targu Neamt (29.9km) is under construction with opening date in 2026. On route Targu Neamt – Iasi – Ungheni there are tenders in progress for all five segments (tenders could be delayed due to lack of financing): 1 Targu Neamt/Motca - Targu Frumos (27.0km), 2 Targu Frumos - Letcani/DN28 (22.6km), 3 Letcani/DN28 - Iasi/DN24 (17.7km), 4 Iasi/DN24 - Golaiesti (12.7km) and 5 Golaiesti - Border/Ungheni Bridge (2.8km). A bridge over Prut river at Ungheni (1.1km) is under construction with opening date in 2026.

A9 MOTORWAY (Timisoara - Moravita)

There are tenders in progress for the first two sections of this motorway: Remetea Mare - Jebel (35.7km) and Jebel - Moravita (33.5km, contractor selected, contract not signed yet).

A10 MOTORWAY (Sebes - Turda)

Motorway opened to traffic on its entire length.

A13 MOTORWAY (Sibiu - Bacau)

Contracts signed for all four sections of Sibiu - Fagaras route with opening dates in 2027 (possibly delayed to 2018): section I Boita - Avrig/Marsa (14.3km), section II Avrig/Marsa - Arpasu de Jos (19.9km), section III Arpasu de Jos - Sambata de Sus (17.6km), section IV Sambata de Sus - Fagaras (16.3km).

A14 NORTH MOTORWAY (Oar - Suceava)

Tender in progress for Oar – Satu Mare expressway (10.8km) with contractor selected; the procedure was challenged and the contract is not yet signed.

DEx4 EXPRESSWAY (Turda - Dej)

A section of 5.0km on this route, A3 - DN1/Tureni, was opened in July 2025.

DEx5A EXPRESSWAY (Bacau - Piatra Neamt)

Tender in progress for the Bacau - Piatra Neamt Expressway (51.0km). Tender could be delayed due to lack of financing.

DEx6 EXPRESSWAY (Focsani - Galati) AND BRAILA BRIDGE

Works in progress for route Braila - Galati (12.3km). Opening is scheduled for Fall 2025. The route connects to a bridge over the Danube between Braila and Smardan in Tulcea County which was opened in July 2023 (the bridge is not part of the Braila - Galati expressway). There is a tender in progress for route Focsani - Braila (73.5km): section 1 Focsani/A7- Maicanesti/DN23 (28.2km), section 2 Maicanesti/DN23 - Silistea/DJ221C (37.6km) and section 3 Silistea/DJ221C - Braila - DEx6 (7.7km); tender could be delayed due to lack of financing.

DEx12 EXPRESSWAY (Craiova - Pitesti)

Opened on its entire length of 121.2km following the opening of the last remaining section in August 2025 (Albota - Pitesti, 12.9km).

DEx16 EXPRESSWAY (Arad - Oradea)

A section between Oradea and A3 motorway (at Bors) is open; out of a total of 19.0km for this route, 13.0km are built as an expressway and the remainder as a national road.

For the route Arad – Oradea (120.5km) the status is as follows: contract signed for section 1 Oradea - Salonta (33.7km + connecting road), opening date in 2028; contract signed for section 2 Salonta - Chisineu Cris (39.7km + connecting road), opening date in 2028; tender in progress and contractor selected but contract not signed yet for section 3 Chisineu Cris - Arad (47.1km + connecting road).

A section of 3.5km between A1 motorway at DN7 at Arad, designated A11, is open to traffic.
